Support Services for ICT Shared Services

⁠⁠⁠A range of capability and capacity gaps exist in relation to transition of services from DAFF to DCCEEW. These gaps have become particularly acute due to the need to transition away from DAFF from May 2024 and the subsequent rapid evolution of program delivery. Assistance is required to continue with the following in train activities:

• assess the current program plan, schedule, delivery and understand what needs to be updated
• provide high-level program assurance, until a formal program assurance provider is identified and in place
• apply knowledge of the existing services, MoU and costs in understanding the options/trade-off/risks/issues/contingency available to DCCEEW to transition services out and stand up DCCEEW in-house functions
• identify gaps in program delivery (people, process, and technology)
• support identification of issues and develop options to address
• establish an agile and accelerated program approach and culture
• align people, processes and understanding
• connect with the existing service providers (DAFF and other 3rd parties) to build understanding and clarify information
• support leadership to work together
• provide guidance and advice on options
• challenge and provide an alternative lens for consideration.

Support may be required by DCCEEW in the areas of:

• Program Delivery Management Office assistance
• Strategic Program advice and guidance
• Ways of Working
• Technical expertise
• Complex stakeholder engagement and negotiation
• Financial modelling and cost model support
• True-up and assurance over FY24/25 fees for ICT services
• Mediation and facilitation
• Strategic transformation design
• Service design and user requirements (personas, user journeys etc)

Support to understand complex contractual arrangements, options and implications of existing and future engagements.
