Tender Description

Brisbane City Council is now seeking tender proposals for a lease of the Windsor Community Centre located at 57 Grafton Street, Windsor.

Facility summary

The Windsor Community Centre project will deliver a state-of-the-art single-storey, purpose-built building that caters to a variety of community activities. The building will be flood resilient improving long-term resilience for future users. The community centre has been designed for a diverse range of community activities and will include:

  •  A large multi-purpose community room which can be configured to suit various user groups and activities
  •  Multi-purpose meeting rooms
  •  Fitted out kitchen
  •  Office and storage spaces
  •  Accessible amenities
  •  Outdoor play area

The new community centre design incorporates the established fig tree, located in the middle of the site. The back deck is designed to wrap around the fig tree, preserving the tree and providing shade and creating an appealing view for centre users.

The proposed hours of operation at the facility are as follows:

  •  Monday to Friday: 8.30am to 9.30pm
  •  Saturday and Sunday: 9am to 5pm

A new car park of up to 19 parking bays will also be constructed as part of the project and include a loading bay and an accessible parking space.

The land on which the facility is located is currently zoned Sport and Recreation (District) in Brisbane City Plan 2014.

When preparing an application, the organization should consider whether the proposed activity is consistent with the Zone Code and if it will require a development application. The organization will be responsible to cover any associated development application costs.

Inspection

Tenure

Lease term up to four years.

For the Windsor Community Centre, Council is looking for a suitable community organization to facilitate delivery of programs and activities targeted to the recreation, social engagement and creative needs of the community. Therefore, in the application a strong focus needs to be placed on providing a diverse range of support services to the community including, facilities for hire to other community organization and the public for casual use.

Fees and charges

Appropriate rent will be negotiated with the successful applicant.

The cost of preparing and registering a lease is payable by the applicant and is outlined in Council's schedule of fees and charges. The tenant will be responsible for facility maintenance, payment of telephone, electricity, water and rates and any other costs for the community facility during the term of the lease.

The cost of preparing and registering a tenure arrangement is payable by the applicant and is outlined in Council’s schedule of fees and charges. Costs may include lease preparation, stamp duty, survey costs and titles office registration.
