Queenstown Lakes District Council and Way to Go Alliance partners Waka Kotahi and Otago Regional Council are seeking a suite of transport planning and forecasting tools that can be used to inform, guide, and assess decisions about the region's land‐use and transport network. A key component of this requirement is access to a district‐wide transport model with the capability and functionality to provide greater confidence in transport forecasts that is sufficiently flexible to allow decision-makers to be provided with multiple scenarios representing potential futures.
There is currently a significant gap in the ability of the existing District‐wide transport model in relation to meet these requirements and the Council intends to address this by undertaking an update of the transport model.
Given the nature of the project and technical services required, the Council has identified the need for a specialist advisor to assist in the procurement and establishment of this updated District transport model through management of the scoping, model build, and establishment of an operational framework for the updated District Transport model.
It should be noted the successful specialist advisory supplier would be excluded from participation in any future model build and/or operation procurement process.
