Tender Description
In October 2022, the Australian Government announced $100 million will be allocated to homelands across the Northern Territory. The program commenced in 2022, will cease 30 June 2024 and will address urgent upgrades to homelands housing and essential infrastructure. This could include improvements to water, power and community facilities as well as housing upgrades.
The Homelands Housing and Infrastructure Program (HHIP), managed through the Department of Territory Families, Housing and Communities (the Department), is an initiative of the Northern Territory Government (NT Government). The program will focus on addressing critical issues with housing and municipal and essential infrastructure on permanent occupied and funded Northern Territory homelands. The HHIP will utilise the $100M investment from the Australian Government to improve housing, municipal and essential infrastructure conditions on homelands.Priority projects in each of the five NT Government regions (Top End, East Arnhem, Big Rivers, Barkly and Central Australia) have been identified in consultation with existing homeland service providers, land councils, Aboriginal Housing Northern Territory and homeland residents. These identified projects will cluster together homelands in specific regions where housing, municipal and essential infrastructure upgrades are required.
Homelands (or outstations) are generally, small Aboriginal communities outside of larger communities and urban regions. They are defined by resident’s cultural or traditional relationship to the land, often referred to as "living on country."
The majority of homelands are located on Aboriginal Land Trusts returned to traditional ownership under the Aboriginal Land Rights (NT) Act 1976, or other statutory tenures including Community Living Areas.
Generally, housing in homelands is communally owned and is not subject to NT Government leasing or part of the NT’s remote public housing system.
Following the development of the CLC Regional Work Plan, Mulga Bore and Angula homelands were identified as a priority project for the Barkly region.

Funding is available to organisations only.
To be eligible for funding an organisation must
- have completed all required information in the application form and submitted required documentation in support of your application.
- have an Australian Business Number (ABN)
Types of organisations that are eligible for funding include.
- Those who hold current Contractors Accreditation Limited (CAL) accreditation or similar other industry accreditation. This is a Requirements of this grant application.
Who can't apply
Types of organisations that are not eligible for funding include.
- Unincorporated associations
- Overseas residents
- Individuals or businesses not holding a current ABN.
Available funding
- $4,000,000.00 has been allocated across the nominated homelands in the grant guidelines for Mulga Bore and Angula Homelands within the Central Australia region.
