Tender Description

Energy Queensland Limited (EQL) will be seeking proposals for Design and Construction of four Solar Farms via SAP Ariba in November 2023.

BACKGROUND AND SCOPE

Ergon Energy has 33 stand-alone micro-grids throughout Queensland known as isolated networks. There are 17 power stations across the Torres Strait Islands and 16 mainland remote community sites. The scale of these communities ranges from the largest site of Thursday Island with a peak load of 4.2MW to the smaller site of Stephen’s Island with an annual peak load of 86kW. These micro-grids supply 39 communities with approximately 8,300 connections and 21,000 customers.

Aligned to the Isolated Networks Strategy 2030 and the Queensland Energy and Jobs Plan (QEJP), EQL’s long-term vision is to decarbonize its isolated networks, by transitioning to renewable energy for electricity supply generation at each of these sites. The local communities will benefit from a greater energy resilience and independence, a reduced reliance on fossil fuels and improved environmental outcomes.

Phase 1 of the programme includes design and construction of four solar farms, at Doomadgee, Windorah, Burketown and Boulia. Solar farm design and construction only relates to scope up to but excluding the LV switchboard, and also excludes the Battery Energy Storage System. Further details on the scope will be provided in a detailed technical specification as part of the Request for Tender (RFT).

The practical completion date required for the solar farm at each of these four sites is 30 June 2025. Ergon Energy will connect the solar farms to the existing distribution network and will own, operate and maintain the assets. The contractor/s designing and constructing the solar farms will be required to embed Ergon Energy resources in delivery of the project to up-skill and build EQL’s capability.

A high-level summary of the projects and scope requirements are detailed at Section 3 below.

All relevant documentation (including the proposed Agreement, Scope and Response Schedules) will be available on SAP Ariba from mid-November 2023.

Tenderers who wish to submit a response need to be registered as a Supplier on SAP Ariba and express their interest in participating.

Tenderers who express their interest in accordance with the instructions below will be notified upon release of the RFT.

a) Tenderers who are already registered in Energy Queensland’s realm in SAP Ariba - email the Contact Officer at chris.skelcher@energyq.com.au expressing your interest in participating. The email subject should contain the event title ‘WS35317448 – Design and Construct of four Solar Farms’ and the Tenderer should confirm the contact email address.

b) Tenderers who are not yet registered in Energy Queensland’s realm in SAP Ariba - will be required to register their interest by sending an email to the Contact Officer: chris.skelcher@energyq.com.au.

The email subject should contain the event title ‘WS35317448 – Design and Construct of four Solar Farms’ and the following information:

  • Business legal entity name (as displayed in the Australian Business Number (ABN) lookup)
  • ABN
  • Registered business street address
  • Contact name

Note: The Contact person (i.e., the Ariba Administrator) needs to be someone within the business that has authority to provide financial data such as bank account details. Additional contacts/users can be added by this authorized Contact once registration is completed.

ONCE THE EVENT HAS BEEN PUBLISHED

Tenderers will receive an email to access the EQL SAP Ariba realm via a link contained in the email notification. Please note this link will expire within 24 hours.

Tenderers must accept the Prerequisite Bidder Agreement under the ‘Review and Accept Prerequisites’ tab to ensure all system generated notifications are received. This includes, but is not limited to, Content updates and changes to Event Timing.

If the Tenderer elects to submit a response, they must do so using SAP Ariba only. Submissions provided via email or QTenders will not be considered for evaluation.
