INTRODUCTION

The Opportunity

Bounded by the Great Barrier Reef to the east and sandstone wilderness in the west, Livingstone Shire is located within the Fitzroy Region of Central Queensland and covers 11,800 square kilometres on the Capricorn Coast. The major urban townships of Yeppoon and Emu Park are where the majority of the population reside, our beautiful rural areas include Byfield, Cawarral, The Caves, Stanage, Marlborough, Glenlee and Glendale.

Council services a population of 39,000. Our major industries include retail, tourism, education and training, health care and social assistance, construction and agriculture.

Council has one (1) operating Landfill located approximately four (4) kilometres South West of Yeppoon on the Rockhampton/Yeppoon Road. The Landfill is operated in a current cell, 2B, which is expected to reach capacity in 2026 under current operating conditions.

The Landfill is designed to receive waste greater than 20,000 tonnes but less than 50,000 tonnes per year. All domestic and commercial waste from the Capricorn Coast region (the Region) as well as limited regulated waste is  received at the Landfill.

Council operates in addition to the Landfill, five (5) manned waste transfer stations one, one (1) unmanned waste transfer station, one (1) unmanned waste bin station and one (1) green waste drop-off area of varying sizes within the Region. Waste generated at each facility is placed in transfer bins and returned to the Yeppoon Landfill for disposal.

The current Landfill Operations & Associated Services contract expires on 03/07/2024.

Objective

Livingstone Shire Council is seeking responses to this Invitation to Tender for Landfill Management & Associated Services Tender No.2023.014 as per specification.

The purpose of this ITT process is to assess the ability of Tenderers to provide the required Services and comply with the strict environmental and waste levy requirements of the appropriate Queensland State Government Agencies.

Council’s requirements in relation to the Services are set out in Section 2 of this Invitation (Specification).
