Tender Description

⁠⁠⁠The University of Queensland (UQ) seeks expressions of interest from suitably qualified and experienced specialist trade contractors to assist UQ in delivering a robust building asset replacement program over the next three years 2024-2026.

UQ is forming seven panels comprising of these disciplines: Electrical, Fire, Mechanical, Lifts, Civil (stormwater, sewage), Building Envelope, and Scientific Equipment.

The UQ estate contains a significant number of buildings that are aged with a backlog of maintenance across many asset classes; in many cases, these assets have failed, are end of life, are mission-critical, and need rectification, upgrading, or replacement. Asset types include HVAC equipment, HV/LV infrastructure inc. cabling RMUs and transformers, hydraulic (potable/sewer/stormwater/chilled water) reticulation networks, road infrastructure, building waterproofing, and drainage.

To maintain capability, asset availability, and minimising impact risks to the core business (research, teaching, etc.) a program of asset upgrade/replacement is essential.

UQ has allocated $90m across three years commencing 2022. Resourcing constraints (internal/external) in previous years resulted in reduced spend during 2022-2023 with a consequent spending requirement across 2024 required to catch up.

UQ will develop a panel of competent specialist suppliers who are pre-qualified in categories of specialities whom UQ can seek competitive offers to undertake the required works. The benefit to UQ is more agility to contract with suppliers to undertake the work. Once the panel is established (estimating 3-5 suppliers in each panel), individual projects will be put out to the panel for quoting.

The panel established from this procurement process will be for individual contract values not exceeding $5m.

The procurement process UQ will undertake will be a two-stage expression of interest (EOI), from the evaluation process a shortlist will be established, then further commercial information gathered as the 2nd phase of the tender, and the panel contracted accordingly.

The panels will consist of these disciplines:

  • Fire
  • Electrical
  • Mechanical
  • Building Envelop
  • Scientific Equipment
  • Lifts
  • Civil (stormwater, sewage)

SCOPE:

The final scope will be offered to invitees in the second stage of the EOI process for each discipline panel. UQ’s current expectation is that the scope will include items such as:

  • Fire – FIP replacement, suppression system replacement/upgrade, replacement of fire assets.
  • Lifts – replacing aged assets, lift modernisation.
  • Civil (roads & footpaths, stormwater, sewage) – pipe relining, pump replacements, façade renewal, water main works, road repairs.
  • Electrical - 11kV / MV Infrastructure and associated embedded generation, low voltage building services including lighting and power services, external low voltage electrical services including lighting and LV reticulation
  • Mechanical - chillers, AHU's & FCU's, BMS and controls, medical gases, commissioning & balancing, chilled water pipework renewal
  • Building Envelop - roofing, cladding, insulation, facades replacements, waterproofing
  • Scientific equipment - sterilisers, autoclaves

From 8:00am 21st September 2023, interested suppliers can register to view the tender documents and submit an offer on the platform.
