The City of Bayswater (‘the City’) is a WA local government located approximately eight kilometres northeast of the Perth CBD. It includes the suburbs of Bayswater, Bedford, Embleton, Morley, Noranda, Maylands and parts of Mount Lawley, Dianella, Bassendean and Beechboro.

The City provides a full range of front line point of sale (POS) services at its Civic Centre in Morley. It also provides limited POS services at each of its three libraries in Bayswater, Morley and Maylands, recreation facilities in Embleton and Maylands and Community Centres in Bayswater and Maylands.

The City is seeking to appoint a suitably qualified company (‘the Collection Agent’) to provide Cash in Transit (CIT) services for each of the City’s bill payment sites. The contractual term will be for five (5) year with two (2) options for extension of one (1) year each, subject to the City’s operational requirements at the time and the performance of the Collection Agent.

The City has previously required the collection services to be covert, and after an operation risk review, has determined that a covert service is not required.

The new service will not be required until February 2024; however, the City is keen to commence early contract negotiations due to other operational priorities planned for later in 2023.
