Tender Description

The Dungog Common Recreation Reserve is a premier cultural and adventure recreation destination in the Hunter and Barrington region. It includes its acclaimed Dungog Mountain Bike Park and spaces for a range of other recreational activities including bushwalking, trail running and horse riding.

The Opportunity

The Dungog Common Recreation Reserve Land Manager (DCRRLM) is seeking qualified contractors to design and construct a competition-level Pump Track at our Recreation Reserve. Our MTB Park and Flow Tracks have seen significant investments and user traffic since 2020, while our Pump Track built in 2019 has experienced a decline in use and needs major repairs. For this reason the Land Manager is seeking to create an iconic all-weather (asphalt) track for our future use – at least 160 m in length for competition purposes, plus a 30 m beginners or kids loop to add inclusivity to the project.

Funding has been secured for this ‘design and construct’ project (Project) with a completion date of no later than 1 March 2024. The budget is between $200,000 and $250,000.

We invite interested contractors to contact us with their questions. Public Tender responses are due by 2 p.m. on Tuesday 12 September 2023.

The five selection criteria are as follows:

• Experience and Qualifications: Australian or international-level experience and qualifications, company standards, and notoriety in designing and constructing high-quality, all-weather Pump Tracks (required).

• Credentials and References: accreditation, proof of insurance coverage, WHS policy, testimonials, and previous work references for similar projects.

• Methodology and Schedule: outline of methodology and confirmed schedule to design and construct the project latest by 28 February 2024.

• Project Specifications: contractual commitment to design and construct according to the specifications provided in this public tender.

• Contract Price: total price, price schedule, and value for money. 

Site Location

The Project is to be designed and constructed on the footprint of the existing Pump Track site as indicated in the following image, with best-practice stormwater management and erosion control measures to be incorporated in the design.

Project Specifications

The specifications for this Pump Track Design & Construct tender are as follows:

• New Pump Track to be situated within the existing pump track footprint.

• A 160 m competitive pump track loop with a separate 30 m beginner’s loop.

• Main 160 m loop: berms of 1.3m height.

• Beginner 30 m loop: berms of 1m height.

• Asphalt track surface to be 80mm in thickness on average.

• Asphalt to have a maximum AC10mm mix.

• Track layout to provide multiple paved transfer opportunities.

• Design to include stormwater management and erosion control measures.

• Design to consider and recommend, but not build, adjacent viewing stands, shelters, queuing stands and associated supporting infrastructure.

Services to be Provided

The following services are to be provided by the successful tenderer:

• Initial onsite assessment of the site.

• Consultations with DCRRLM and related stakeholders such as Ride Dungog.

• Provision of draft design to DCRRLM for approval.

• Provision of detailed design documentation for DA Planning purposes.

• Address any relevant questions raised during the DA process.

• Consideration of adjacent viewing stands, shelters and associated supporting

infrastructure in the site layout (but not included in this construction tender).

• Construction of the agreed Pump Track Project on time and on budget, including engagement of any required subcontractors.

All submissions must be emailed to info@dungogcommon.org latest by 2 p.m. on Tuesday 12 September 2023, using the Tender Response Guide provided in Annex A. Late responses will not be accepted.

Upon tender closure, the Tender Evaluation Panel will initially examine all submissions for compliance with the specifications of this tender. All respondents will be notified, and compliant tenders only will be considered for further detailed evaluation.

Please note that for an alternative tender submission to be considered (i.e. with different specifications), tenderers must first qualify and be in compliance with the original specifications of this tender.
