The City of Hobart requires the services of a professional pyrotechnical contractor to prepare, carry out and complete the specified fireworks displays at Sullivans Cove on New Year's Eve. The scope of the Contract Services includes the provision of materials, labour, travel, accommodation, equipment (including vehicles and vessels) exclusion zones and all other permits as required to the City's satisfaction.

Council has an approved budget of $127,000 (exclusive of GST) for this Request for Quotation. Council's expectation is that the approved budget will be fully utilised (or very close to it) and Council is seeking best value for that approved budget amount. As Council's expectation is that quotations will generally be received for the exact or approximate amount of the approved budget, the quoted price will not be evaluated on a quantitative basis but rather 'best value for money' will be evaluated (and scored) on a qualitative basis. Submissions received with a quoted price in excess of Council's approved budget will not be evaluated.

The New Year's Eve fireworks displays are required at 9.30pm and midnight and must be designed with accompanying music soundtrack. The Contractor is responsible for communication with the Taste of Summer, the Sydney to Hobart Regatta Village and the City of Hobart to coordinate of the simultaneous broadcast of the soundtrack. These fireworks constitute the major fireworks displays in Hobart on New Year's Eve.

Contractors must address environmental concerns regarding atmospheric and residual pollution from fireworks in their submission. Displays that can offer innovative options including, for example, a mix of fireworks, lighting or other innovative materials and infrastructure to create a vibrant exhibition for onlookers will be highly regarded and should outline such innovative options in their submission as well as identify any potential partners proposed for the purposes of a mixed-use display.
