The Moana fire station needs to be structurally strengthened, making it a fit-for-purpose, resilient, modern facility to meet statutory, regulatory, and Fire and Emergency New Zealand’s organisational requirements.
The Moana brigade is a significant asset to the local and wider community carrying out diverse roles including being a Medical First Responder brigade. The Project will contribute positively to the health and emergency precinct that is concentrated around the Helena Reserve, where the Moana fire station is located. Members of this brigade also volunteer their time with the local Coastguard. It is proposed to house the Moana Coastguard vessel and tow vehicle within the Moana fire station.
A Detailed Seismic Report (DSA) was carried out by Aurecon in 2013 which concluded that the Moana fire station achieves a New Building Standard (NBS) capacity of 25 percent as an Importance Level 4 (IL4) emergency services building. As such, the fire station has been identified as an Earthquake Prone building and has a Grey District Council (GDC) notice affixed to the front door. We are required to undertake the structural strengthening works under Section 124 of the Building Act to bring the building up to a minimum of 67 percent New Building Standard (NBS IL4).
There will be a mandatory site visit for Respondents to inspect the site to accurately complete their Request for Proposals (RFP) response. Further details regarding this aspect will be included in the RFP when it is released.
