1 Air Greenhouse Gas and Climate Change Studies

Queensland Hydro Pty Ltd (Queensland Hydro) is a publicly owned entity established by the Queensland Government to design, deliver, operate, and maintain long-duration pumped hydro energy storage assets that will be the cornerstone for the transformation of the state’s energy system. Queensland Hydro is playing a critical role in helping to meet the Queensland Government’s renewable energy targets and net zero emissions by 2050, supporting the shift in our economy to a decarbonised energy system.

The Pioneer-Burdekin PHES and the Borumba PHES will be keystone projects to enable the Queensland Government’s energy system transition.

Queensland Hydro has been tasked to prepare a Detailed Analytical Report (DAR) and Environmental Impact Study (EIS) for the projects. The Borumba PHES DAR is currently being reviewed by the Queensland Government and this EOI is for the EIS Phase only for Borumba.

The objective of this EOI is to engage a suitably qualified Supplier with relevant previous experience to undertake:

i) Air Quality,

ii) Greenhouse Gases and

iii) Climate Change Study services

for the Borumba PHES and Pioneer-Burdekin PHES projects as detailed in the two attachments (Part A (EOI Particulars (this document) and Part B (Returnable Schedules)).

There are two separable scopes (Borumba PHES and Pioneer-Burdekin PHES) it is not compulsory to provide a response for both separable scopes. The Respondent may submit a response for one or both of these separable scopes.

Queensland Hydro intends to award contract(s) to the most suited Supplier(s) to support each PHES project.
