Tender Description
The Australian National University (the University) has committed to reaching net zero carbon emissions by 2025, and below zero carbon emissions (carbon negative) by 2030. This requires a rapid transition away from all fossil fuels, including natural gas. In addition, the Australian Capital Territory (ACT) Government has banned the use of gas in the ACT from 2045 onwards.
To address this, the University has worked with a consulting firm to develop the Campus Decarbonisation Master Plan (CDMP), which outlines a plan to replace the gas infrastructure on its Acton campus (ACT), with electric thermal energy plants, between 2026 and 2030. All electricity in the ACT is sourced from renewable energy sources and the conversion to thermal energy plants will help achieve the University's emissions reduction goals.
The University anticipates a two-stage procurement approach:
Stage 1: Open Expression of Interest.
Outcome: Development of a discovery business case; and, capability and readiness assessment.
Stage 2: Closed Request for Tender
Outcome: Preparing materials for Request for Tender, selection of a preferred supplier/s development of a full business case, and negotiating a contract with the preferred supplier.
The purpose of this RFQ is to engage an external specialist for the Stage 1 procurement of this project, to design and conduct an Expression of Interest (EOI) process to formally engage the market to seek pricing and implementation information from potential suppliers for the design, construction, operation, and maintenance of the CDMP. The outcomes from Stage 1, will then inform the process required for Stage 2.
The University is also open to other procurement activities if they can be demonstrated to reach the desired outcomes as outlined above and meet the Commonwealth Procurement Legislation and guidelines.
