Tender Description

The City of Salisbury (the Council) invites Tenders for the provision of Level 2 & 3 Playground Audits (the Services). The Council will enter into a Contract for Services with the successful Tenderer.

The Council is required to ensure play equipment and play sites meet the current standards within Australia. By delivering the Services, the successful Tenderer will be supporting Council in fulfilling its obligations.

City of Salisbury has 171 playgrounds ranging from small local play spaces to Regional level playgrounds. Council is seeking to have Level 2 & 3 Audits to be undertaken on all City of Salisbury playgrounds. The audit shall be in accordance with AS4685.0:2017.

The requirement for the level 2 & 3 audits of the Council’s playground equipment (including nature play items), fitness equipment, softball, and edging includes but is not limited to;
  • Level 2 – Operational Inspections – The operational inspections are to check the operational usage and stability of the equipment. During the inspections, fixings are to be checked and tightened or adjusted as required. This includes the use of consumables for rust mitigation, lubrications, or ties. Typical checks include an examination for frequency and intensity of wear, damage, and weather effects.
  • Level 3 – Comprehensive Annual Audit – A comprehensive audit of a playground shall be in accordance with AS4685.0:2017. Associated features within the playground area/footprint are to be part of the inspections, including but not limited to the condition of adjacent surfaces, sports equipment, fences, gates, seating, water fountains, etc. Visual inspection of the entire shade sail structure, including but not limited to welds, nuts, straps, presence of tears, bolts, posts, and footings.
The initial term of any resulting Contract for Services will be three years. The successful Tenderer may be offered an extension to the term at Council's sole discretion (maximum term five years).

To be successful, Tenderers must demonstrate:
  • A strong commitment to WHS;
  • Capacity (quality resources and availability); and
  • Tendered pricing must demonstrate value for money to Council.
The successful Tenderer shall ensure that all persons attending the site for inspections, repairs, and maintenance will have a valid Department of Human Services (DHS) Working with Children Check.
