In December 2022, Transport for NSW (TfNSW) engaged with the industry in a market sounding exercise to inform and shape the way the Opal Next Generation (ONG) Program can be procured, developed, and delivered. The market sounding was successful in gaining insights, perspectives and innovative ideas to inform the approach to the procurement, development and delivery of ONG.
Request for Information
TfNSW seeks to provide an update to the market on the ONG Program in respect of its current anticipated procurement approach, which has considered market sounding responses.
TfNSW is seeking targeted input, views and ideas from local and international organisations with relevant expertise and experience in one or more of the following categories:
- experience in the development, implementation, and integration of a ticketing system for an operating transit network
- experience in the development, implementation and integration of software and hardware products or services for an operating transit network
- experience in the development, implementation and integration of a bus tracking and prediction system for an operating transit network.
This RFI process will be open until 5pm AEST on 7 August 2023, and involves:
1. submission of a completed Annexure A (Process and Confidentiality Deed Poll) and Annexure B (Data Room User Request Form), provided as attachments to this advertisement, to the ONG Procurement email inbox (ONG.procurement@transport.nsw.gov.au) to gain access to the RFI Documents through the Data Room
2. an opportunity for organisations with relevant experience to provide feedback on TfNSW's current anticipated procurement approach for ONG by completing Part 3 of the RFI, provided through the Data Room.
The Opal network includes train, metro, bus, ferry and light rail services in Sydney, the Blue Mountains, Central Coast, Hunter, Illawarra and Southern Highlands.
Opal has well-served NSW and its customers since 2012. Various components of hardware and systems will need to be replaced to ensure ongoing continuity of service.
The Opal Next Generation (ONG) Program will involve the replacement of hardware and systems to better meet the current and future needs of customers, including by:
• providing greater fare personalisation and payment options, including digital fare media options
• facilitating a seamless travel experience for all customers.
These improvements should make travel faster and more convenient by better enabling customer-oriented transport outcomes, such as Mobility as a Service.

Accessing the RFI Documents
To access the RFI Documents, interested parties must submit the following to the ONG Procurement email inbox below.
• completed and signed Annexure A (Process and Confidentiality Deed Poll) provided as an attachment to this advertisement
• completed Annexure B (Data Room User Request Form) provided as an attachment to this advertisement. This Data Room User Request Form requires interested parties to provide the contact details of their nominated personnel that require access to the Data Room.

Once the above has been submitted, TfNSW will create a unique Data Room login for the nominated users to access the RFI Documents including:
• Scope of the RFI
• Various information documents providing background information to support responses to this RFI
Submitting your written feedback
Participants are encouraged to provide written feedback to TfNSW by responding to Part 3 of the RFI Documents made available in the Data Room.
Responses to Part 3 of the RFI Documents are to be submitted electronically via the submissions tool in the Data Room,in Microsoft Word format, by 5pm AEST on 7 August 2023.
