At the time this Market Sounding is published, the Commonwealth anticipates that the scope of the Project will be as set out below.

The Project scope provides for the refurbishment of existing facilities and development of new facilities and infrastructure that directly support the UH-60M Black Hawk capability at Luscombe Airfield. Specifically, the Project scope comprises of the following which have been grouped into “work elements” according to their function:

• Work Element 1: Sitewide Infrastructure – Necessary augmentations and upgrades to the existing trunk services infrastructure at Luscombe Airfield and further upstream within Holsworthy Barracks.

• Work Element 2: New 6 Avn Regt Headquarters (HQ) and Squadron (SQN) HQ Facilities – Comprising a new multi-level building, containing working accommodation, storage and workshops.

• Work Element 3: New Support SQN Facilities – Comprising a new maintenance hangar, store, workshop, paint shop and flight simulator.

• Work Element 4: Refurbished Support SQN Facilities – Comprising working accommodation and storage within an existing building.

• Work Element 5: New explosive ordnance large quantity facility.

• Work Element 6: Apron and taxiway works.

• Work Element 7: Car parking – At grade and adjacent to the new 6 Avn Regt HQ and SQN HQ Facilities.

• Work Element 8: Upgrade of Fire Water Infrastructure servicing Luscombe Airfield – Comprising new bulk storage tanks, pump house and associated reticulation.

CFI’s preferred delivery method is through a single Head Contractor. The successful tenderer will need to demonstrate proven experience, capability and capacity to deliver sensitive facilities and infrastructure, airside works and an ability to undertake building refurbishment works in an operational environment, or other relevant experience, capability and capacity to deliver similar services.
