Tender Description

⁠⁠⁠Wollondilly Shire Council is establishing a panel of valuation providers to provide land and property valuation advice and services to Council. Successful applicants will be selected and appointed having regard to their skills, experience and qualifications relevant to the selection criteria.

The establishment of the panel will enable Council to directly seek land and property valuation services for a three-year term.

SELECTION CRITERIA

Expressions of Interest will be assessed against the following criteria:

To be eligible to be a member of Council’s panel of providers a person/organisation must, at a minimum, meet the following requirements:

  • relevant experience and capacity as a practising land and property valuer in NSW, and
  • experience providing services to local government organisations, and
  • relevant valuation expertise (ie; commercial, industrial, residential, retail, rural), and
  • ability to add value to Council’s decision-making processes.

ADDITIONAL REQUIREMENTS

Council will also consider the following additional requirements in selecting service providers:

  • ability to act in accordance with the Wollondilly Shire Council Code of Conduct
  • ability to prepare reports and advice at a high standard for inclusion within confidential and publicly viewable reports of the Council.
  • ability to provide land and property valuation services at a rate that reflects value for money.
  • ability to communicate effectively and work in partnership with officers of Council.
  • ability to provide timely valuation services as required.

ELIGIBILITY

A person/organisation is not eligible to be considered for the panel of providers if they do not hold current membership as a certified practicing valuer with the Australian Property Institute. For the term of the selected panel, membership of the Australian Property Institute must be maintained, and any forfeiture or lapse will result in valuation services not being offered to the provider.

TERM OF APPOINTMENT

The panel of providers will be maintained for three years subject to satisfactory performance and delivery of services. It is expected that several valuation providers will be appointed subject to meeting selection criteria.

The main valuation services to be undertaken during the term include:

provide “desktop” valuation advice for general land and property advice at agreed lump sum amounts, and

prepare valuation reports for land acquisitions and disposals in open market settings, negotiated outcomes under the Land Acquisition (Just Terms Compensation Act) 1991, and compulsory acquisition, and

participate in joint valuation reports for Council in situations where individual valuer assessments have not achieved a negotiated outcome and to achieve agreed outcome in lieu compulsory acquisition process, and

undertake valuation assessments to establish market rent for proposed lease and licence arrangements with third parties.

APPLICATIONS

Applications must provide the following information:

  1. a statement responding to the selection criteria and the additional requirements.
  2. hourly rates for valuation services
  3. Business Status, ABN and certificate of current Professional Indemnity Insurance
