Tender Description

Gladstone Ports Corporation are currently facilitating Waste Collection, Storage, Transport and Treatment in accordance Approved Arrangements administered by Department of Agriculture, Fisheries and Forestry (DAFF).

GPC are requesting Expressions of Interest (EOI) for providers to take over these tasks for this service for Biosecurity Waste from Gladstone Port Corporation’s Port of Gladstone and Port of Rockhampton facilities.

Depending on requirements these services specifically include:

The Australian Maritime Safety Association (AMSA) preside over the application of the MARPOL discharge standards, which are in force as part of the Australian Treaty Series 1990. In particular MARPOL Annex V, Regulation 7 addresses the requirement for provision of Reception Facilities as:

“The Government of each Party to the Convention undertakes to ensure the provision of facilities at ports and terminals for the reception of garbage, without causing undue delay to ships, and according to the needs of the ships using them.”

In June 2019 Gladstone and Rockhampton where determined to be classed as a First Point of Entry, under the Biosecurity Regulation 2016 (Cth), as governed by the DAFF. The DAFF provides a guide to meeting section 58 of the Biosecurity Regulation 2016 (Cth), titled “First point of entry biosecurity standards (ports) Version 4.0”;

“Under section 58 of the Biosecurity Regulation 2016, a first point of entry port must have:

Appropriate procedures in place for managing the level of biosecurity risk (including waste management) associated with port operations. “
