The Fleurieu Regional Aquatic Centre is a joint council-owned facility that provides an important amenity to communities in the region. Electricity price rises have been unwelcome and now energy consumption represents a large proportion of costs to operate the facility.
The Fleurieu Regional Aquatic Centre Authority's (FRACA) objective is to seek proposals and pricing to install a solar PV BtM car park solar system to minimise grid energy consumption and to rein in rising electricity costs.
The car park is currently uncovered and FRACA will require a solar PV mounting system as part of its responses. We estimate an area of approximately 4940m2 available within the car park for undercover car park solar PV.
There remains some rooftop space available (approximately 270m2) on the Aquatic Centre available for consideration for additional solar PV installation.
FRACA is seeking proposals for a solar PV system in the order of 300kWp to 850kWp to best fit their energy consumption profile. FRACA require respondents to appropriately size a solar PV system as part of their proposals.
FRACA are open to various models of supply including outright purchase of the PV system or 3rd party PPA and BOOT models. FRACA’s objective is to achieve electricity price certainty for the aquatic centre and therefore would be open to mid-to-long-term PPA arrangements for energy from a BTM solar system.
Battery storage is also of keen interest. To store surplus daytime solar to be used during morning and evening peak periods and to minimise network demand charges (peak shaving).
Quality and reliability of the solar PV system are important in the harsh coastal operating conditions and the solar PV solution must give confidence to FRACA staff that they will be well serviced post installation, including system monitoring, fault identification and rectification and performance optimisation. The capacity for future expansion of the solar system is also important.
Tenders are invited for a RFT, from suitably qualified and accredited businesses for the design, supply and installation of additional grid-connected solar photovoltaic (PV) systems at the Fleurieu Regional Aquatic Centre located at 4 Ocean Rd, Chiton SA 5211.
Respondents may choose to offer a system for FRACA to purchase and/or a system of which they retain ownership. If offering an “Energy As A Service” solution, in addition to the returnable schedules, respondents must outline pricing, terms and sample contracts. The minimum contract term for all EAAS responses is 10 years and respondents should model this term along with any other suggested contract periods.
If respondents wish to include retail or Virtual Power Plant offerings in their response, this must be outlined separately;
- the general commercial terms of the proposed agreement between the successful Tenderer and the Fleurieu Regional Aquatic Centre
- The Fleurieu Regional Aquatic Centre will enter into an Agreement for these Services with the successful Tenderer.
- The Fleurieu Aquatic Centre is located between the townships of Victor Harbour and Port Elliot in South Australia. It is approximately 80km South of Adelaide.
The available location(s) for the solar system is the available remaining roof space and the adjacent car park area.
- The scope of service shall include but not be limited to the following:
- Design of a Grid Connected Solar Carpark PV system, with an option for storage, for the Fleurieu Aquatic Centre. The design is to be produced by a respondent accredited by the Clean Energy Council (CEC) for the design and installation of solar PV and battery systems.
- Provision of a simulation modelling report for the location that shows the expected output of the proposed system (modelling report requirements are outlined in Section 4.4).
- Complete the application process with SA Power Networks and obtain grid connection approval of the solar PV system at the site, inclusive of payment of all associated fees and charges.
- Assist in gaining development application and structural & construction certification. Ensuring that the solar car park PV system development is compliant with local and national planning laws.
- Provisions for all preliminaries, labour, materials, supervision, remediation, plant and equipment necessary to complete the Installation and connection of systems in line with approved design specifications and modelling.
- Testing of all systems and provision of training to nominated FRACA staff on how to monitor and maintain the system.
- At completion provide As-built documentation including necessary manufacturers and labour warranties.
FRACA are looking to establish a firm project budget for these works.
All associated costs for the design, supply and installation of the system are to be included in the total amount. Variations will not be considered for inclement weather, or any Latent Condition deemed to be reasonable for the contractor to have an understanding about and not identified in their submission.
FRACA are interested in the carbon impacts of the project. The supplier is to describe their approach to LGCs created and indicate their approach to facilitating the value of these as well as their estimated annual value. Any applicable state-based rebates should also be addressed.
