Tender Description
The Skills for Education and Employment (SEE) program aims to improve access to foundation skills training, focusing on building language, literacy, numeracy and digital literacy (LLND) skills. The Australian Government is investing $436.4 million over 4 years to support around 27,000 Australians a year to access training to help them improve their LLND skills, enabling them to undertake further training and actively participate in the economy and in society.
The Department of Employment and Workplace Relations seeks responses from organisations interested in delivering Stream 1 of the SEE program from 1 July 2024.
Stream 1 will be delivered through General SEE Services and Distance Learning. SEE training is tailored to individual abilities and goals and is delivered across Australia, both part-time and full-time, in metropolitan, regional and remote locations.
The SEE program has been operating since 2002 (it was formerly known as the Language, Literacy and Numeracy Program). Changes to the SEE program for this tender include:
- expanded eligibility to all Australians over the age of 15.
- workplace training
- provision of accredited and non-accredited training, providing greater flexibility to better support learner training needs
- support for learners to remain in training and achieve outcomes.
- the introduction of Adult Literacy Brokers.

The RFT sets out the service requirements as well as information on how to respond, the selection criteria and evaluation process, and is available to download through the 360 Providers’ Portal, accessible at: tenders.employment.gov.au.
