Tender Description

⁠⁠⁠The City of Campbelltown is located in the outer south-western suburbs of Sydney, 55km from the Sydney Central Business District (CBD).

The Campbelltown Local Government Area (LGA) is bounded by Liverpool LGA to the north, Sutherland Shire to the east, Wollondilly Shire to the south and Camden LGA to the west.

Campbelltown comprises 31,200 hectares of land including 1,189 hectares of protected national park.

We have a major role to play as part of one of the fastest growing regions in Australia and the capital of the Macarthur region.

Campbelltown is where the City meets the bush. On Dharawal land, the natural landscape and setting of the city are some of its greatest assets, and represent the foundation of the city's structure and places.

Campbelltown is known as the land between two rivers - the Nepean and Georges and is also where the Cumberland Plain in the west meets the coastal plateau in the east.

The result is a distinctive natural setting of a city in a valley that characterizes the place to this day.

We are a diverse and growing community of over 175,000 people. The population is expected to grow to almost 250,000 by 2036. Rich in experience and culture, we come from a wide range of backgrounds. Today, 31% of our residents were born overseas and 62% of people living in Campbelltown have parents who were born overseas.

Campbelltown is poised to lead the next decade of growth in the Macarthur region as it cements itself as a regional hub and cultural heartland. Along with population growth and significant housing development, infrastructure projects and investment will shape the expansion of our city.

The principal service center of Campbelltown City Council (Council) is located at the Civic Centre on Queen Street, Campbelltown.

BACKGROUND TO SERVICES

The council invites Expressions of Interest (EOI) from suitably experienced organizations to provide a remote control and monitoring system for the control of lighting and irrigation systems across a range of open spaces and sports fields, within the Local Government Area (LGA) - with a minimum of 4G capabilities.

In addition, a foreseeable objective of this Expression of Interest is for Responding Organisations to provide solutions above this minimum standard (4G) and provide options to move to 5G or more advanced technologies when the opportunity arises.

It is anticipated that from the EOI process, Council will determine a Select Tender for the Services.

SUMMARY OF REQUIREMENTS

Council is seeking a suitably experienced organization to provide a remote control and monitoring system for the control of lighting and irrigation systems across a range of open spaces and sports fields, within the Local Government Area (LGA) - with a minimum of 4G capabilities.

The solution must at a minimum provide the following:

HARDWARE/SYSTEM REQUIREMENTS

* System control and operation of:

- Irrigation systems

- Lighting systems, including sports field lighting

- Ability to enforce 'cool down' periods in event of outages or for other reasons

* Monitoring, recording and reporting of

- Operation of sports lighting system, including identification of user who activated and

deactivated lighting system user identification and ideally recording originating mobile phone service;

- Operation of irrigation system, including operation of individual stations within the irrigation system

- Water flow monitoring of irrigation system

- System alerts, alarms and warnings

* Remote monitoring system needs to be provided via 4G mobile network with internet (cloud based) communication.

* Demonstrated compatibility or upgrade processes of hardware with future telecommunications network advances (e.g. 5G networks)

* Remote operation for end-user operation through SMS or other mobile connected network

- Individual control of specific connected devices via pin or other means of user identification

- Ability to activate multiple connected devices remotely, preferably with a single operation command

* Demonstrated capacity to cater for small and large sites. This may include connection of multiple control units to facilitate a large number of connected devices. Responding Organisations must indicate the maximum number of stations each proposed unit can control.

SOFTWARE (WEBSITE) REQUIREMENTS

* All control programming and monitoring of connected devices to be provided through a web based application including the ability to:

- Program operation of connected devices to schedule

- Allocate secure access to club end-users for lighting control.

- Create system users. Ability to provide a hierarchy of control users would be advantageous (e.g. system manager v system viewer)

- Alter access hours for end-users to control selected connected devices

- Direct alarm notifications to nominated contact points

* Unlimited system access licenses preferred.

* Generation of operation reports for both lighting and irrigation components.

* Billing history capable of export to Excel for easy accounting and billing of lighting use charges.

* Capacity to "group" sites for bulk execution of actions or programming changes preferred.

* Ability to download/save site configuration files for easy reconfiguration of failed units.

Preferred supplier will

* Supply, installation and final commissioning of the pre-programmed control hardware

* Supply, installation and commission of software application or interface

* Training of Council staff in programming and operation of the system (hardware and software) at inception of contract

* Helpdesk support for addressing issues that arise (specifying hours of availability)

* Provide response time for controller replacement for failed units

NUMBER OF SITES

There are approximately 50 sites across the Local Government Area (LGA), however this number will increase in time when development and further open space comes on line. These current sites consist of single and multiple fields.

Term services may be required: Four years with three options for extension of two years each.
