METRONET is an integrated transport and land use framework that will support the growth of the Perth metropolitan region over the next 50 to 100 years. METRONET Stage 1 includes approximately 70 kilometres of new heavy passenger rail and 16 new rail stations, which represents the single largest investment in public transport in Perth’s history.
The Western Australian State Government has prioritised the following METRONET Stage 1 initiatives:
• Forrestfield-Airport Link (now in service);
• Thornlie-Cockburn Link;
• Yanchep Rail Extension;
• Morley to Ellenbrook Line;
• Byford Rail Extension;
• Bayswater Station Upgrade;
• Midland Station upgrade and extension of Midland Line to Bellevue;
• Level Crossing Removal; and
• C-Series Railcars
Expansion of the rail network will significantly improve accessibility across the metropolitan region, while the new stations will be planned and developed as contemporary urban centres providing housing, jobs and services to a growing population.
To address the significant integration complexity inherent in introducing major infrastructure into an operating railway, the Public Transport Authority (PTA) is developing an Integrated Service Delivery Model and intends to engage with an Integrated Service Delivery Partner to supplement the technical skills required for the successful integration of each project back into the existing PTA rail systems network.
The objective of this procurement is to source a small agile group of “integrators” that will work within the Office of Major Transport and Infrastructure Delivery (OMTID) office and have the expertise to assist with the management of the full integration of each project back into the PTA network. This includes but is not limited to Train Control, Traction Power SCADA and Infrastructure Monitoring System.
The Service Delivery partner will be required to support the METRONET integrated master schedule using Primavera P6 Enterprise Project Portfolio Management software and may also be required to provide resources to assist with the testing and commissioning activities for each project.
With all projects already in the delivery phase, the establishment of the Integrated Service Delivery Model and engagement of an Integrated Service Delivery Partner is time-critical to ensure that the network systems can accommodate the expanded rail network and associated non-linear infrastructure.
