A capital works project by the Department of Transport (DoT) to construct a rubble mound breakwater on the western side of Casuarina Boat Harbour closing off the northern harbour approach and creating a conventional harbour entrance (northern breakwater), and a rubble mound breakwater at western end of Koombana Bay forming part of a proposed marina development and public access promenade at the Koombana Bay Sailing Club site (eastern breakwater).

The major components of the works are described as:

- Dredging primarily under the footprint of the northern breakwater and the harbour entrance channel of approximately 160,000 m3 and offshore disposal of dredge spoil approximately 10 km away.

- Construction of the northern breakwater: length approximately 460 m, volume of core approximately 160,000 m3, armour approximately 34,000 m3.  

- Reclamation of an area to the south of the northern breakwater: fill approximately 70,000 m3.

- Construction of the eastern breakwater: length approximately 470 m, volume of core approximately 46,000 m3, armour approximately 31,000 m3.
