Preparation of the Morley Station Precinct Structure Plan (PSP) and Precinct Development Strategy

The Morley Station will be delivered as part of the METRONET Morley-Ellenbrook Line and forms the focal point for the Morley Station Precinct.

The Morley Station Precinct Concept Master Plan (CMP) has been completed and was endorsed by the Western Australian Planning Commission (WAPC) on 22 September 2021. The CMP outlines the vision and principles for the transition of industrial-zoned land to mixed-use within 500 metres of the station, opportunities for higher-density residential uses within the walkable catchment of the station and along urban corridors connecting to the Morley Activity Centre, and public open space upgrades to create an attractive, resilient, transit-oriented neighbourhood.

The next stage of the project, and the subject of this tender request, is the preparation of the Morley Station Precinct Structure Plan (PSP) and Precinct Development Strategy. This project will build on the strategic vision of the CMP, including progressing the key strategies, to prepare a PSP and supporting technical studies that provide the framework for land use change and residential intensification in proximity to Morley Station, public open space and along urban corridors linking to the Morley Activity Centre.

In partnership with the Department of Planning, Lands and Heritage (the Department), the City of Bayswater (the City) is seeking to engage a suitably qualified and experienced consultant or consultant team to prepare the PSP and Precinct Development Strategy and undertake community engagement.
