Tender Description

The purpose of this EOI is to provide the opportunity for bona fide Interested Parties to express their interest in the design, construction, and operation of a fuel pipeline(s), from a fuel terminal at an existing NSW Port. It is envisaged that the pipeline(s) may run along one of the alternative and indicative pipeline corridors identified by Transport for NSW (TfNSW), from an originating port to WSA aviation fuel storage.

The EOI will be used to inform a TfNSW process in relation to the preservation of pipeline corridors to supply fuel to Western Sydney. The delivery of any fuel pipeline is not part of the Western Sydney International (Nancy-Bird Walton) Airport project and WSA will not be a funder or delivery proponent of a fuel pipeline.

Background and Context

Commonwealth initiatives

In 2014, the Australian Government decided that Badgerys Creek will be the site for the new Western Sydney Airport (WSA). The 2017 ‘Western Sydney Airport Aviation Fuel Supply Corridor Options Report’ (the Deloitte Report) commissioned by the Australian Government assessed a number of routes and options for an aviation fuel pipeline to the airport site. Based on a demand forecast analysis, the report determined that by 2034 the Airport may reach the fuel demand threshold to make a pipeline viable. This report is available.

In February 2016, Infrastructure Australia (IA) recognised the Western Sydney Airport Fuel Pipeline project as a high-priority project for near-term delivery.

NSW Government: TfNSW initiatives

For a number of years, TfNSW has been investigating the feasibility of the identification of a fuel pipeline corridor and strategic fuel storage site(s), using the wider scope for supplying fuel to Western Sydney.

Subject to agreement from respondents that meet the minimum requirements of this EOI, relevant information concerning the establishment of pipeline corridors is to be released to TfNSW.

Modelling has indicated that over 2021 to 2050 a total of (aggregated) ~34 billion litres of jet fuel is forecast to be required by WSI.
