Tender Description

Bayside Council plays a lead role in the transformation of aged infrastructure into sustainable and community-friendly infrastructure for use by the members of the local government area.

Council aims to provide Depena Reserve and Cook Park with an upgraded car park to keep up with the development of the surrounding area. The primary focuses of the upgraded design are:

1. Council has received concerns regarding safety, hooning, and inefficiency of traffic circulation and car parking provisions off Russell Avenue in the vicinity of Scots College, Depena Reserve, and Cook Park Sandringham. Traffic build-up due to limited maneuverability within the car park leaves members of the public stuck for an extended period (complaints of up to an hour) especially during extremely busy periods i.e The Scots College school drop off and pick up.

2. Opportunity to review efficiency and capacity of car parking, return a portion of the existing car park to more appropriate open space, protect significant trees and improve the amenity of the foreshore location. Bayside Council is interested in reviewing the potential to increase green cover i.e trees and vegetation at the carpark.

3. Opportunity to improve accessibility, vehicular, cyclist, and pedestrian access with increased safety outcomes. The intent is also to shift the cycleway route away from the centre of the car park and to have its own designated route on the foreshore.

4. Council has received a request to ensure that people with mobility issues wish to get from the foreshore area to the bus stop outside number 177 Russell Ave Dolls Point. The intent would be to increase access from the foreshore section to Russell Ave; there is also a possibility to route the cycleway to Russell Ave in conjunction with the shift in point 3.

5. Assess the maneuverability of vehicle turning actions in the carpark to the west of Le Beach Hut to improve if possible. Le Beach Hut will have its own kiss and drop that will need to be incorporated into this carpark design.

6. Ensure compliance with the disability discrimination act when creating these carparks

The scope of works includes all carpark areas at the northern end of Depena Reserve (off Russell Ave and Malua St) and any areas within the reserve required to meet the objectives.
