Tender Description
The New Plymouth District Council has a significant program of stormwater planning works to deliver.
During 2022 the New Plymouth District Council co-created with Iwi a Stormwater Vision and Roadmap ('the Roadmap") that sets the vision, aspirations and objectives for urban stormwater within the district. The Roadmap sets out a prioritised plan of action required to progress towards the vision. The objectives include a method of measurement matrix to allow measuring of the current state, set goals and track progress against goals for each aspiration. The Roadmap is due to be released for public consultation in mid-2023 and ratified by the council in late-2023.
Delivery of the Roadmap is funded by $1M CAPEX and $300K OPEX per annum commencing in the 23/24 financial year.
Work done to date on the Roadmap has identified that a key component will be the creation of 13 Stormwater Catchment Management Plans (CMP). The key tasks within the development of a CMP are:
- Stormwater Network Modelling
- Watercourse Assessment
- Contaminant Load Modelling
- Bringing it together (i.e.: writing)
The modelling is expected to take longer than the other key tasks. Because the modelling is required to inform how to approach these other elements, it is proposed to undertake the stormwater modelling of a catchment prior to the watercourse assessment, contaminant load modelling and writing.
To deliver the Roadmap program it is proposed to have two contracts, one for the stormwater network modelling (this tender) and one for the CMP preparation (not included in this tender). The stormwater network modelling contract would have a value of $0.5-1M/yr and the CMP preparation contract $0.3-0.8M/yr.
