Tender Description

⁠⁠⁠The Organisation

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.

 The Scope

The business objective is for continued outsourcing to suitable service providers, assisting Western Power to deliver its professional services activities from March 2024. The key driver of this ROI is to ensure there are external firms able to deliver value add outcomes under the below categories of speciality.

Category 1 – Business Improvement

Identify, analyse and improve existing processes within the organisation to meet new goals and objectives.

Knowledge of specific methodologies or strategies to create successful results and proven track record of deploying them e.g. Business Process Management, Total Quality Management and Lean Six Sigma.

Category 2 – Change Management

Facilitate the structured approach to transitioning individuals, teams and the organisation from a current state to a desired future state.

Advise and/or deliver organisational change management processes and appropriate change management models, which together are used to develop contextual approaches.

Category 3 – Economic / Regulatory

Provide advice and impact analysis on economic and regulatory matters, such as Weighted Average Cost of Capital, Access Arrangement, New Facilities Investment Test, Regulatory tests and Legislative requirements e.g. Clean Energy, Climate Change and Carbon Pricing.

Category 4 – Financial Consulting

Advise on specialist financial matters, such as indirect tax consulting e.g. Enhanced Project By-law Scheme, GST, Research and Development, Customs and Fuel Tax Credits.

Category 5 – Management Consulting

Assist the organisation to improve its performance through analysis of existing operational challenges using options analysis and solution development.

Category 6 – Program / Project Management

Support the discipline of planning, organising and managing resources which deliver specific project goals and objectives, including training and offering of program/project management services.

Category 7 – Data Management

  1. Data engineering contracting and consulting

Services to advise on and implement, data integration, extraction, cleansing, shape, transform and ingest data as required by Western Power’s data science teams. Also manage dynamic data pipelines and instantiate cloud and on premise analytics platforms for use by data scientists and business analysts.

  1. Data science contracting and consulting

Advisory and implementation services that utilise statistics, machine learning and computer science practices to create analytics for data driven decision making.

Category 8 – Strategic Facilitation & Scenario Planning

Provide strategic advice and support to develop and implement scenario planning tools and methodologies, strategy frameworks and application to Western Power’s Strategic Direction. Support the process of defining a strategy or direction, including the selection of initiatives and allocation of resources in pursuit of this strategy. Assist the creation of an environment that promotes & encourages strategic thinking and behaviour.

Category 9 – Demand Management

Provide strategic advice and support on Western Power’s Demand Management Strategies and regulatory obligations to consider alternative options to network augmentation. Design and implement demand management programs and identify & evaluate demand management opportunities, general solutions and network solutions e.g. distributed generation, curtailable and interruptible loads, time-based tariffs, energy efficiency and fuel switching. Provide analysis, modelling and advice on network and retail electricity pricing/tariff strategies.

Category 10 – Investigative

Provide advice on the best way to proceed with investigating allegations of misconduct. Source personnel to conduct and complete investigations as they relate to allegations of misconduct.

Category 11 – Audit (Quality Assurance Systems)

Facilitate improvement activities such as Quality Management Systems (QMS) auditing and writing of procedural documents.

Category 12 – Audit (Internal Audit)

Complete risk-based internal audits that will cover the following areas (including but not limited to):

  • governance, risk management and control processes/frameworks, and
  • strategic and/or critical activities (e.g. efficiency and control improvements).
  • Category 13 – Audit (Probity Auditing)

    Provide advice during a procurement process on probity-related issues, in order to establish procedures which meet recognised probity standards and ensure that any problems or questions are dealt with satisfactorily. Provide independent scrutiny of the procurement process to ensure that prescribed processes are adhered to. Provide reports recording an independent professional view of the way in which a procurement process was managed, from a probity perspective.

    Provide probity advisor services (opinions and guidance) on probity risks and issues that may arise during the process, and confirm in writing whether the process is consistent with requirements outlined in a Probity Plan as well as general probity fundamentals.

    Category 14 – Asset Management

  • Asset Management Frameworks and Process improvements
  • Provide knowledge and techniques to develop frameworks for asset management system in line with best industry practice. Provide services for assessment of existing asset management systems, identification of gaps and opportunities for improvements and development of improvement plans.

  • Asset Management Policies, Strategies, Plans, Standards, Incident Investigations and Regulatory submissions
  • Development, review and revision of asset management policies, end-to-end asset management strategies, asset management capability improvement strategies and implementation plans for various assets, asset classes and network (reliability, bushfire mitigation, electric shock management, network investment strategy and network management plan). Development of integrated area strategies (growth and non-growth).

  • Asset Management Information and Asset Investment Planning Systems
  • Design, development and deployment of asset management information and asset investment planning systems to support asset management systems and frameworks. Design, develop and implement asset information and investment planning systems architecture for asset technical, commercial and compliance data. Review existing asset data management procedures and processes and recommend improvements.

  • Asset Management Audits
  • Undertake independent reviews of asset management systems to monitor compliance with industry standards, Western Power's internal standards and processes and prepare audit reports that identify non-compliances and opportunities for improvement. Development of post audit implementation plans and monitor progress with post audit implementation plans.

  • Asset Risk Management
  • Design, development and deployment of asset risk management frameworks, risk management models, tools and systems for electricity transmission and distribution assets, asset classes, asset systems and network.

  • Asset Management Change Management and Training
  • Design and deliver training to deliver improvements in asset management capability.

    Facilitate the structured approach to transitioning individuals, teams and the organisation from a current state to a desired future state.

    Registration Requirements

    Suppliers are required to respond to the following for the ROI submission:  

  • Acknowledgement of which category or categories your organisation specialises in;
  • Demonstrate track record and capability in delivering “PROFESSIONAL SERVICES” in relation to the high-level Scope requirements stated above;
  • Brief description of your expertise and associated ICT technical solutions utilised relevant to the above;
  • References from at least three customers who have been offered similar services; and
  • Safety, Health & Environment information to be requested as part of this exercise.
