Tender Description
The Services include the provision of quality conformity assessment services in respect to the design, supply, manufacture, fabrication, construction and commissioning of the Project facilities.
The Services are to be performed in accordance with the conformity assessment definitions defined in ISO 17000:2020 and requirements for organisations undertaking conformity assessment activities in ISO 1720:2012.
Second Party Services:
Representing the Project’s interests, the services may include:
i. Audit: Management system and product audits of suppliers of goods and / or services prior to, or during, the execution of scopes of work. Audit practices and competencies will be specified in accordance with ISO 19011;
ii. Technology Qualification: Qualification assessments on technology under consideration to determine if the proposed technology will function within specified performance criteria with a known level of confidence. Technology qualification practices will be defined in accordance with DNV-RP-A203 or similar practice;
iii. Process Capability Assessment: Assessment of manufacturers to determine their competence and experience in manufacturing specific materials grades and products. Process capability assessment practices will be specified in accordance with ISO 17782;
iv. Inspection: Activities undertaken to determine conformance with specified requirements. Inspection activities may be specified in accordance with the principles established in ISO 17020 and the requirements of the specified standard, code or specification and will be based on agreed supplier inspection and test or control plans following the principles established in ISO 10005; and
v. Expediting: Assessment of the plans for and status of, contracted work typically including assessment of the status of planning and management arrangements, engineering progress, documentation progress, supply chain and manufacturing progress, and transportation arrangements.
Third Party Services
Independent of the Project’s interests, services may include:
i. Independent Verification: Determination and certification of conformance of Project facilities and where applicable input products and services, with prevailing legislation and associated codes and standards. Services will be specified in accordance with ISO 17020 and may include:
a) verification of design and development inputs and outputs;
b) verification of products of services; and
c) validation of products or facilities against performance requirements.
Verification services will be subject to an agreed verification scheme and resultant certification must conform with the prevailing legislation.
Note: Prevailing legislation does not include NOPSEMA Validation
Guideline N-04200-GL0525 and as such the definitions of verification and validation as defined in ISO 17000 apply to third party services.
ii. Type Approval: Type approval of products utilised in the facilities which may be specified in accordance with ISO 17065 and ISO 17067 or other establish type approval scheme; and
iii. Marine Warranty: Undertaking condition and suitability surveys when vessels are transporting Project materials whereby underwriters require assurance of suitability through issue of marine warranty certification.
The Project, including this package AUS1004C0032 Quality Services, is subject to internal approvals. The procurement process or scope, may change at Gibson Island H2’s election, including to accommodate project budget and time requirements
