Tender Description

The ORSR is an Agency of the South Australian Government responsible for supporting South Australians and their communities to actively engage in sport and physical activity that contributes to healthy lives.

The objectives of this Tender align with the strategic objectives of the Office for Recreation, Sport and Racing by:

  • Supporting the delivery of the state’s significant sport and recreation places and spaces
  • Optimising South Australian communities and visitors’ utilisation of places and spaces for active living.
  • Supporting South Australia’s high-performance sporting hubs, providing the highest quality daily training environments to optimise the performance of our people, programs, projects and partners.

Proposed contract arrangements are for 7 Adelaide metropolitan sites for an initial four (4) year term, followed by 2+2+2 options for extension. This allows potential suppliers to maximise offerings through value-add and innovation on the assumption of a long-term arrangement.

ORSR is seeking the provision of Soft Facilities Management Services (SFMS) throughout ORSR administered recreation and sport assets. These SFMS include cleaning and cleaning consumables, waste management and disposal, hygiene, pest control and garden maintenance.

The expected outcomes are that sport and recreation facilities administered by ORSR and used by staff, athletes, sporting clubs, visitors and the broader community are regularly cleaned and maintained to a high standard according to the scope of works and identified performance measures. This work involves a number of sites in metropolitan Adelaide.

The proposed contract is for an initial term of 4 years with 2+2+2 extensions dependent upon performance. The intention is to appoint a sole provider, however proposals that include sub-contract arrangements but lodged by a sole provider would be considered. ORSR does not intend to establish multiple contracts for this work.

The scope of works incorporates 7 Adelaide metropolitan sites as follows:

  • Adelaide Super-Drome – Gepps Cross
  • Eagle Mountain Bike Park – Crafers West
  • ORSR administration (including the South Australian Sports Institute) – Kidman Park
  • State Sports Park – Gepps Cross
  • SA Athletics Stadium – Mile End
  • State Shooting Park – Buckland Park
  • Women’s Memorial Playing Fields – St Marys

The portfolio of current facilities is likely to be subject to some change over the course of the contract, due to the nature of government building/land acquisitions and transfers. In 2023 ORSR expects the building of a new South Australian Sports Institute (SASI) and administration facilities for ORSR to commence at Mile End, with the intention that the new facilities will replace the existing Kidman Park facilities within the contract sometime in 2024 on a roll-in roll-out basis.

ORSR will endeavour to ensure that any changes are like-for-like where possible, or significant differences are addressed through negotiation and contract variation if required.
