Tender Description
The Australian Building Codes Board (ABCB) is a standards writing body that is responsible for the development of the National Construction Code (NCC). The NCC provides the minimum necessary technical requirements for safety and health; amenity and accessibility, and sustainability in the design, construction, performance and liveability of new buildings (and new building work in existing buildings) throughout Australia.
The ABCB is in the process of developing energy efficiency changes for commercial building for NCC 2025. In accordance with the ABCB Intergovernmental Agreement, any proposed changes to the NCC will be tested through impact analysis.
This procurement seeks to engage a consultant to develop a Consultation RIS, and a Decision RIS (if required) to assess the impacts of the proposed changes to commercial energy efficiency requirements.
In addition to the status quo, the RIS will assess the net impact of proposed options with different levels of stringency. The proposed options include:
1. Societally cost-effective energy efficiency stringency not including onsite solar photo-voltaic panels (PV) (other than business as usual (BAU)), to maximise energy reduction, while maintaining a benefit cost ratio (BCR) of at least 1 at the building level.
2. Societally cost-effective energy efficiency stringency including onsite PV (in addition to BAU), to maximise energy reduction, while maintaining a BCR of at least 1 at the building level.
3. Societally least cost zero regulated energy and zero carbon-ready [for when the grid decarbonises] buildings.
In addition, the RIS will assess specific provisions related to electric vehicle (EV) charging equipment. This are not an energy efficiency requirement but will sit in the energy efficiency provisions.
The RIS will also consider viable non-regulatory alternatives, or if no viable alternatives are available.

The Conditions for Participation are set out below;
1. The Tenderer and any subcontractors proposed in its tender must not be insolvent, bankrupt, in liquidation, or under administration or receivership as at the Closing Time.
2. The Tenderer and any subcontractors proposed in the tender must not be named as non-compliant with the Workplace Gender Equality Act 2012 (Cth) by the Workplace Gender Equality Agency as at the Closing Time.
