Tender Description

The Contractor is to provide qualified and experienced personnel to undertake maintenance, repair, replacement, testing, and inspection services on fire protection systems and equipment nominated in the Principal’s asset list (Attachment 1 - Asset List) within Council of City of Gold Coast identified buildings and other sites when nominated as per the following Separable Portions:

Separable Portion 1: Maintenance of Fire Protection System and Equipment South

Separable Portion 2: Maintenance of Fire Protection System and Equipment North

For each Separable Portion the Contractor must:

• Provide Scheduled/Routine/Programmed Maintenance Services in frequencies that are required by the applicable regulations and Principal’s Requirements on the assets under this Contract.

• Provide and hold for the full duration of the Contract all licences, accreditations, certificates, and/or registrations the Contractor and its personnel, including sub-Contractors, are required to hold by any Legislative requirements to carry out the Maintenance Services.

• Maintain all fire protection systems and equipment, including RPZ valves associated with Fire Equipment, in accordance with the latest fire regulations, schedules, programs, manufacturer’s recommendations, Statutory Regulations and Australian Standards e.g., QDC MP6.1, AS1851, AS2293, and AS3500.1

• Comply with all statutes, regulations, ordinances, industrial agreements, safety requirements, security requirements, by-laws or requirements by authorities having jurisdiction over the property.

• Servicing of equipment must be conducted as per the AS requirements to the date of built for the building where possible.

• In the absence of requirements defined by the Principal during the term of Contract due to changes to legislative requirements, QDC MP6.1, AS1851, AS2293 or later standards must be used as minimum requirements by the Contractor. Changes in scope arising from unforeseeable or unexpected legislative changes will be negotiated at the time of their introduction. Routine annual or other changes that have historically happened every year for the past 2 years leading up to Contract execution and which may reasonably be expected to occur annually during the fixed period of the Contract will not be accepted as grounds for a variation.

• Keep all the Maintenance Services records with the relevant item on site in the red document box on site and electronically via Contractor’s web-based asset maintenance system. For smaller pump stations without a red document box all maintenance records are to be made available electronically via Contractor’s web-based asset maintenance system.

• When electrical installation work including for lighting and power supplies is undertaken, it is required that the work be inspected and tested by an authorised person as per QLD Electricity Act and Regulations. An Electrical test certificate must be sent to Principal’s Nominated Representative after any alterations/repairs/installations at any Principal site.
