Tender Description
The NT Government, working together with the Gove Peninsula Futures Reference Group (GPFRG), seeks to engage an experienced consultant to support Traditional Owners (TOs) to explore and identify preferred land tenure options beyond mining for the Gove Peninsula, in particular the township of Nhulunbuy and its associated industrial areas.
The Gove bauxite mining operations are expected to conclude before the end of the decade, with late stage mine closure and rehabilitation work anticipated to be completed in the early 2030’s. Once these works are complete, it is anticipated that the Minerals Titles and associated Special Purposes Leases (including for Nhulunbuy and related areas) will be sought to be relinquished before their expiry date by agreement of regulators and key stakeholders.
The uncertainty surrounding future land tenure arrangements presents challenges in terms of supporting an effective economic transition from a mining-based economy to a diversified and therefore more resilient economy on the Gove Peninsula. Through A New Journey Together, Traditional Owner Vision for the Gove Peninsula, the TOs have articulated aspirations to address land tenure uncertainty and ensure investors (new and existing) can plan and invest for the future.
The Department of the Chief Minister and Cabinet (DCMC) seeks proposals from an experienced consultant to:
- Prepare a range of appropriate materials which identify and explore all land tenure options;
- Undertake engagements and workshops with TOs to weigh up benefits and risks of each option;
- Work with TOs to identify and describe the preferred tenure arrangements;
- Provide a full report to the NT Government to provide to GPFRG including recommendations for implementation.
