Tender Description
Council is seeking the services of suitably qualified real estate agent(s) to assist with the marketing of industrial land in the Riverina Intermodal Freight & Logistics Hub (RiFL) within the Wagga Wagga Special Activation Precinct (SAP) at Bomen.
The Wagga Wagga SAP is a sustainable hub of high-value production and manufacturing. Located on the main southern rail network between Melbourne and Sydney, the precinct covers 4500 hectares of land which is earmarked for a range of uses including freight & logistics, agribusiness, advanced manufacturing, innovations, skills & education, renewable energy and recycling. The SAP will focus on sustainability and will be one of Australia’s first United Nations Industrial Development Organisation (UNIDO) Eco Industrial parks.
RiFL is the first stage of the development of the SAP and includes established rail and intermodal terminal infrastructure to allow the loading and unloading of freight on the main southern rail network between Melbourne and Sydney, and the development of a 60ha industrial subdivision adjoining the intermodal terminal facility.
Council is seeking tender responses in relation to two distinct proposals:
1. Council proposes to offer 11 lots directly adjacent to the intermodal terminal (ranging in size from 2.5ha to 3.8ha as highlighted on the indicative plan of subdivision attached) to the market. The blocks would be ideally suited for purchasers with direct rail access requirements. It is anticipated that the subdivision of these blocks will be completed in Q1 2023, with settlement to take place shortly thereafter.
2. Council are also working with the NSW State Government in relation to the delivery of a further 14 lots of industrial land ranging in size from 2ha to 4.1ha, as highlighted on the indicative plan of subdivision attached (referred to as SAP Stage A). It is anticipated that the subdivision of these blocks will be completed in Q3 2023 with settlement to take place in late 2023 / early 2024. These Lots will suit those purchasers who wish to establish a presence in the SAP but do not require the direct rail access offered by the land attached to the intermodal hub.
It is noted that whilst Council is the current registered proprietor of the land for SAP Stage A, it is in negotiations with the NSW State Government for the acquisition of the land. Notwithstanding the potential future change of ownership, it is proposed that Council will undertake the EOI process in relation to both stages of the land, but if an acquisition is finalised prior to the completion of the EOI process, the successful parties will enter into a contract directly with the NSW Government as the outcome of the public EOI process.
Tenderers can submit responses for either or both of the proposed land sales, however the responses should be distinct and separate. Depending on submissions, Council may consider the appointment of different agents for the different stages of the RiFL and SAP development.
