Tender Description

The State Emergency Rescue Helicopter Service (ERHS) performs 24-hour, 7 days a week, year-round (24x7x365) service capable of being airborne within 15 minutes for aeromedical Search and Rescue (SAR), All-Hazards Rescue response and patient retrieval beyond the capability of road ambulance response.  The ERHS also performs time critical Inter-Hospital Patient Transport (IHPT) for Department of Health (DOH).

ERHS comprises two specialised services procured through separate but integrated contracts. Helicopters Pilots, Aircrew Member, aircraft maintenance engineering support and base administration are supplied through a Customer Contract for the Provision of Helicopters and Crews.  Clinicians are supplied through a Contract for the Provision of Clinical Services.  This includes raising, training, and sustaining clinical crew embedded within the helicopter flight crew.  It also provides the necessary enablers, including clinical governance, in consultation with DOH and allied health service providers.

This Request seeks full-time dedicated ERHS Clinical Services specifically for the existing two (2) Rescue Helicopter Bases located at Jandakot and Bunbury Airports, and contains provisions for additional Clinical Service Options that DFES may exercise during the Service Period, proposed to commence 1 January 2024 preceded by a Transition-In period.  The requested services are for an initial three (3) year term, plus extension options through to final expiry 31 December 2033.  The full-time Clinicians dedicated to this contract are only permitted to operate on the ERHS and other DFES approved aircraft.
