ABOUT THE COUNCIL:
Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.

Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.

SERVICE REQUIRED:

Northern Beaches Council has committed to achieving net zero emissions in its operations by 2045 and aspires to achieve this by 2030. Council is looking to identify opportunities for electricity, emissions and cost savings through energy audits and transitioning sites from gas to electric.
Council is seeking to engage the services of a suitably qualified and experienced consultant to undertake:

Part A: Energy audits for 10 priority Council sites

Optional Part A: Energy audits at an additional 10 sites

Part B: Transition from Gas Plan to transition its gas consuming buildings and sites away from fossil fuel gas to high efficiency electrified technologies

Council is seeking consultants with proven experience in both electricity audits and gas transition plans and will accept submissions which include expert subconsultants as appropriate.

The services are to be carried out in accordance with the requirements in this document. To have quotes considered, contractors will need to ensure that all required information requested in the Request for Quotation document is provided.

Expected commencement of services is February 2023.

The evaluation criteria for this quote are:

Submission of all documentation is mandatory;
RFQ Part C2, Non Compliance and Qualifications, Pass/Fail
RFQ Part C3, Financial Information, Pass/Fail
RFQ Part C4 & 11, Performance Information and Business Information, 25%
RFQ Part C5 &C12, Personnel & Sub-contractors, 20%
RFQ Part C6, Work Health and Safety, Pass/Fail
RFQ Part C7, Insurance, Pass/Fail
RFQ Part C8, Proposed Methodology, 20%
RFQ Part C9, Schedule of Fees, 30%
RFQ Part C10, Environmental Sustainability and Social Equity, 5%

SITE BRIEFING:
A site briefing will be held on 01 December 2022 at Cromer Community Centre, 150 Fisher Road North, Cromer, at 11.00am. Tenderers should ensure they review the quote documents and understand the scope of work before attending the briefing.
