Tender Description
Council is seeking Quotations for qualified commercial entities to deliver Commonwealth funded Black Summer Bushfire Recovery communications projects.
The Services shall be carried out as specified and completed in accordance with the services program and by the date Services must be completed as set down in the Program subsection in an economic and efficient manner to the quality standard specified and coordinated with other consultants, contractors, suppliers and authorities with maximum safety and minimum public inconvenience.
The purpose of the Services is the delivery of Black Summer Bushfire Recovery grant funded communications projects.
Project 1 – Bushfire Rebuild
The Consultant will collaborate with Council’s Planning team to deliver content to assist individuals to navigate the planning process in the context of rebuilding from bushfires.
The project will include:
1. A review of existing Council information, informed by the experience of people working through the rebuild process.
2. Development of a communication plan.
3. The development of a suite of products to meet needs identified by the review.
4. Reporting to satisfy grant funding requirements.
Project 2 – Business Recovery and Resilience
The Consultant will develop case studies in local business recovery and resilience with a focus on diversification, innovation and transition to a circular economy. This will include success stories in navigating business support services and grant funding opportunities. The project will include:
1. Collaboration with Council’s economic development officer and the Bega Circular Valley Cooperative.
2. Development of a research plan.
3. Research into local business recovery and resilience success stories, including:
a. interviewing business owners and managers across a range of industries,
b. mapping business support services and recovery grant funding opportunities,
c. uncovering local business recovery and resilience success stories.
4. Development of a communication plan to promote the outcomes of the research plan and the local business success stories.
5. Developing and curating a suite of products to share inspiring case studies of local business diversification, innovation, and transition to a circular economy.
6. Reporting to satisfy grant funding requirements.

Products for both projects may include:
1. Fact sheets / brochures
2. Web content
3. Video
4. Podcasts
5. Social media content
All products will be delivered completed, including artwork, audio and graphic design native files. Intellectual property rights in relation to the provision of goods and services connected to this contract are outlined in the General Terms and Conditions in Appendix B.
Products must all adhere to the BVSC Style Guide and content to BVSC Writing Style Guide.
All final communication products must be approved by Council’s Communication and Engagement Manager or their delegate.
