Tender Description

⁠⁠⁠The National Variety Trials (NVT) provides Australian growers and advisors with access to independent, robust and relevant evaluation of crop varieties to assist in choosing varieties most suited to their environment. The national program of comparative crop variety testing delivers trial results from over 350 locations across the country for over 500 near-release or released varieties of wheat, barley, canola, oats, lupins, lentils, field peas, faba beans, and chickpeas.  In providing this information, NVT seeks to accelerate the adoption of new, superior varieties, leading to increased grower profitability. 

 
This procurement will source, through an open market approach, service providers who have the appropriate technical skills and experience to provide research and development services for the Central Queensland GRDC NVT program in order to ensure the program is run successfully.
 
Outcome
 
Central QLD growers continue to have access to an independent source of varietal performance data which enables them to realise increased profit by adopting the best varieties available for their farming systems.
 
Outputs
 
For the Central Queensland 2023 NVT season, continue to provide the 15 variety performance field trials as per the NVT Standards Protocols

Selection Criteria

Capability             

Tenderers must demonstrate:
 
a)           Technical expertise and practical experience in providing timely delivery of the Services including the means to identify trial sites.
 
b)           Effective quality assurance to enable traceability and quality of results;
 
c)           Sound project management skills;
 
d)           Proven ability to conduct all aspects of trial management (field and grain quality) to the standards specified in the NVT protocols.
 
e)           Proficiency with IT systems for use in data management and timely data transfer.
 
Capacity
 
Tenderers must demonstrate they have the resources (including equipment) to provide the Services:  The following will be taken into consideration when evaluating this criterion:
 
a)           Sufficient, suitably qualified, personnel to provide the Services. Preference may be given to tenderers that have personnel or infrastructure located within a Region
 
b)           Equipment (including make and model) used in the delivery of the Services (e.g. seeding, spraying, harvesting and transportation machinery, bar-code reading equipment, equipment for determination of yield, seed cleaning equipment and, equipment for grain quality data analysis);
 
c)           Any request for additional equipment from GRDC to perform the Services (noting provision of the equipment is at GRDC’s discretion), and any impact on pricing or delivery;
 
d)           Any reliance on third parties e.g. land holders for trial sites, laboratories for grain quality and soil testing to deliver the Services and potential impact on providing the Services.
 
Conditions for Participation:
 
The following are mandatory conditions with which a Tenderer must comply to participate in this procurement process:
 
1          The Tenderer must be a single legal entity or recognised firm of partners except where the Tender is submitted by a consortium and the Tender specifies that each member of the proposed consortium will be party to the contract.
 
2         The Tenderer and any proposed subcontractor must be compliant with the Workplace Gender Equality Act 2012.
 
3         The Tenderer and any subcontractor must not have a judicial decision against it (not including decisions under appeal) relating to employee entitlements and who have not paid the claim.
 
4         The Tenderer and any subcontractor must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade.
