Tender Description
Background
Ergon Energy Network (Ergon Energy) owns and operates 33 stand-alone power stations that form our Isolated Networks. These networks supply 39 communities with approximately 8,300 connections and 21,000 customers, supporting a diverse range of communities in Torres Strait, Gulf of Carpentaria, Cape York, Palm Island and Western Queensland. They are autonomous micro-grids, not connected to the National Electricity Market and have traditionally been supplied by centralised diesel power stations with an installed diesel generator capacity of 46MW.
Annual consumption of diesel is currently (2020) in the magnitude of 30 million litres per annum. These networks are transitioning to increase renewable energy supply, with an installed capacity of 1MW of Ergon Energy owned renewable energy resources and 4.5MW of customer owned distributed solar energy installations. Increased energy use has been observed across the past 5 years approaching ~3% per annum as an aggregate across all isolated networks.
The Isolated Networks ambition for 2030 and beyond, and our strategic path, aligns to Energy Queensland’s Low Carbon Future Statement (“a target of 17% reduction in emissions by 2030”) and Environmental Sustainability and Cultural Heritage Policy. It also supports the Queensland Government’s Queensland Climate Transition Strategy and Powering Queensland Plan including the Queensland Government Shareholder direction to put downward pressure on the Community Service Obligation payment. Deployment of grid-forming energy storage systems is a key element of enabling significantly higher penetrations of distributed and centralised renewable energy in isolated networks.
Project Purpose
This project will install a grid-forming Battery Energy Storage System (BESS) at Bedourie, Queensland.
The project purpose is to:
- Increase renewable energy penetration level in Bedourie, and provide an avenue for the local customers to meet a greater proportion of their energy needs through solar PV;
- Capitalise on excess installed solar PV generation in Bedourie by using a combination of solar PV and energy storage to:
- Extend useful life of the gensets by reducing operating hours
- Reduce genset maintenance costs by reducing operating hour related maintenance costs
- Develop an energy storage / diesel off solution for isolated and remote networks
- Enable supply of the community from inverter energy systems only (synchronous machine off) via LV and MV distribution networks for periods of time
Supplier's Scope of Work
The supplier’s scope of work comprises the supply of complete BESS which entail the inverter and battery energy storage. This will include:
- Design, engineering, procurement, factory inspection and testing of the BESS as described in this specification
- Technical assistance with in the Microgrid and Isolated Systems Test (MIST) facility in Cairns
- Technical assistance with site commissioning of BESS

Expression of Interest to Participate in Tender
Interested suppliers (tenderers) are invited to register for the WS16006795 tender. The actual tender will be released via SAP Ariba.
How to Respond
Suppliers who wish to submit a response should follow the below instructions:
- Suppliers can register with SAP Ariba by sending an email to the nominated Sourcing Specialist / Contact Officer, Paul Spanner (paul.spanner@energyq.com.au). The email subject should contain the above tender title including the request number and the email should contain the following; business entity name, business email address, contact name and phone number.
- When registration is complete Suppliers will be invited to respond and will be able to access the EQL SAP Ariba realm via a link contained in the email notification. Please note this link will expire within 24 hours.
- Suppliers must accept the prerequisite Bidder Agreement under the ‘Review and Accept Prerequisites’ tab to ensure all system generated notifications are received. This includes, but is not limited to, Content updates and changes to Event Timing.
- If the Supplier elect to submit a response they must do so using EQL’s online tendering tool (SAP Ariba).
