Preferred Supplier Arrangement (PSA) - Bitumen Sealing Works

⁠⁠⁠Cairns Regional Council (the Principal) is seeking submissions and competitive rates from suitably qualified and experienced Contractors for Bitumen Sealing works in accordance with the Principal's annual re-seal program and for other general road maintenance works.

The annual reseal program varies from year to year but is generally in the order of approximately 400,000 litres of bitumen. Service locations include all districts within the local government area.

Enquiries: Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close five days prior to the closing time and date. Please ensure that all questions, information requests and clarifications are posted prior to this time.

We strongly recommend that you begin uploading your tender submission files at least two (2) hours BEFORE the tender closing time.

Closing Time and Date: The tender closes at 4:30 PM, Friday 27 March 2026. Submissions must be fully received by this time. Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion.

Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.

Council reserves the right to change the specifications prior to making a decision on the submissions received in response to this invitation.

Council may invite all Respondents to change their submission to take into account any change in the tender specifications.

Tenders are to remain valid for a period of 120 days from the Closing Time.
