In October 2022, Austroads introduced its critical new project ‘Charting a Path to Eliminating Road Death and Serious Injury (Project SAG6365).’ Project SAG6365 is a program of works that will include several streams of work. The current project brief concerns ‘Stream 1: Zero Harm Definition & Current State Assessments.’
The overarching Project SAG6365 will provide clear guidance and technical advice to road safety leaders, road managers and practitioners and relevant stakeholders in road and roadside planning and design, vehicle registration and policy, driver licensing, behaviour change (enforcement, education, etc.) and post-crash response/care to:
• Support Austroads members in charting their own sustainable paths to Zero
• Quantify the impacts of road trauma and benefits of serious road trauma elimination (including economic costs, climate change, health, and life quality etc.)
• Identify actions local governments can take to facilitate serious road trauma elimination in their communities
• Assist with efforts to optimise future investment in road safety
• Support stakeholders and other road transport program owners to align their objectives with safety goals.
It is envisaged that Stream 1 will fulfil several specific objectives, in the context of Project SAG6365:
• Define zero harm and Safe System end states required to achieve Zero, and suggest how these could be best measured
• Build consensus on key definitions
• Provide time-based road transport system characteristics to achieve Zero by 2050
• Provide an overarching zero planning method to achieve the defined end states and zero harm targets
• Provide change management and adaptive mindset development guidance to secure commitment of key decision makers.
The primary audience for Project SAG6365 and its streams of work are road authorities in Australia and New Zealand. It is expected that some project outputs will be used to reach and influence every person and entity who/that are deemed to play a role in achieving Zero deaths and serious injuries by 2050 including, as a minimum:
• road safety leaders, road managers and practitioners in road design, vehicle registration, road user safety policy, driver licensing and enforcement
• all the levels of government in Australia and New Zealand
• road safety partners, road transport organisations and other relevant organisations
• relevant private sector, industry groups and academia
• relevant advocacy groups.
Please note that considering the nature of the project and the eclectic tasks included, Austroads encourages the tenderers to offer multidisciplinary teams or to consider joining other tenderers to ensure all the required expertise are adequately covered. Austroads may also suggest and discuss such consultant-collaborations with short-listed tenderers. These, however, are not strict requirements.
