Tender Description

SA Housing Authority (the Authority) is seeking to implement a contracting arrangement at the Authority’s Transitional Accommodation Centres (TACs) at Port Augusta (Lakeview) and Ceduna (Wangka Wilurrara) to provide culturally responsive and appropriate transitional accommodation services to Aboriginal peoples travelling to the regional centres. The TACs are a 24/7 service and have traditionally operated as stand-alone facilities.

The Authority engaged an external consultant to undertake a strategic and operation review of the TACs. The review provided evidence-based recommendations for service improvement and reform to align with best practice approaches to transitional housing and to align with key organisational strategic drivers..

To align with the Authority's strategic commitments and services principles the Authority is looking to adopt an outcomes-focused tender approach. The Authority will seek to partner with the market to co-design a service and contract model which will deliver on agreed outcomes.

The outcomes-based tender and co-design approach will provide the Authority the opportunity to negotiate an innovative bespoke model designed to achieve the service outcomes capitalising on the strengths of the market, specifically Aboriginal Business Enterprises and Aboriginal Community Controlled Organisations.

The Authority is approaching the market with outcomes the Authority are seeking to achieve, detailing both mandatory and optional service provision, and will co-design a service and contract model with successful tenderer(s) to best deliver these outcomes.

The percentage of service provision by external suppliers will be dependent on market capability and capacity. The proposed contract term (including extension options) of five (5) years and two (2) months will afford the Authority the ability to support scaling up of service scope and capability building for suppliers to achieve economic and employment participation outcomes.

TACs services can be provided by either separate suppliers for each TAC, or one supplier for both TACs.
