The Department of Communities (Communities) is undertaking a Registration of Interest (ROI) process to assist with the planning, development and implementation of the continued pilot roll out of the Target 120 initiative. 

Target 120 is a 2017 election commitment providing targeted and flexible supports to young people between the ages of 10-14 who are at risk of becoming repeat offenders. Target 120 was originally piloted across 11 sites in metropolitan and regional WA. These sites are Armadale, Bunbury, Mirrabooka, Kununurra, Midland, Kalgoorlie, Geraldton, Rockingham, Port Hedland, Albany and Northam.

The program aims to address the issues that increase a young person's likelihood of offending, including substance abuse, lack of housing, domestic violence, trauma, mental health issues, and poor attendance at school. This is achieved through coordinated case management of services, including services delivered across the government and the non-government sector.

Communities is intending to expand the pilot to nine regional and metro sites including Mandurah, Ellenbrook, Broome, Halls Creek, Fitzroy Crossing, Derby, Karratha, Newman and Carnarvon. To effectively engage young people and their families/guardian(s) in a culturally appropriate and secure manner, Communities is committed to engaging with Aboriginal Community Controlled Organisations (ACCOs) for the delivery of this pilot program.

This ROI is for ACCOs to register interest in providing Target 120 services for Carnarvon. A separate ROI process for the Kimberley sites (Broome, Halls Creek, Fitzroy Crossing, Derby) opened on 3 August 2022 and will close on 17 August 2022. Further ROI processes for the other new pilot sites will follow at the conclusion of information sessions in the respective regions.
