Building Maintenance and Construction Contractors

Council is now inviting Tenders for the provision of various Building Maintenance and Construction Contractor services for a period of 1 (One) year commencing approximately 1 September 2022 with 4 x one year options for Council, at its discretion, to extend the Contract subject to satisfactory supplier performance.
Contract extension options will only be exercised by Council in its sole discretion.

The specifications of service requirements are in eight (8) sections:
1. Carpentry, Construction, and Roofing Services
2. Handyman Services
3. Painting
4. Gutter Cleaning
5. Glazing
6. Timber Flooring and Floor Coverings - Supply and Installation
7. Graffiti Removal
8. Project Services

Tenderers are invited to tender for one, a few, many or all sections of the tender.

Council is seeking to award the business to a panel of contractors qualified to provide these Services. Contractors for each section of services will be allocated, at Council's absolute discretion, to an asset building class (ie, Community Centres, Rural Fire Stations, Libraries, etc). Where a contractor allocated to a particular asset building class is unable to perform the works in the timeframe required, Council's Representative may allocate that job to another contractor on the panel.

Council may from time to time request a Contractor to supply Services/Goods by issuing to the Contractor a Work Order or a Capital Work Order.

A Contractor must not provide Services/Goods and acknowledges and agrees that Council is not liable for payment for any Services/Goods provided for by a Contractor, other than Services/Goods provided in accordance with a Work Order or a Capital Work Order issued in writing to the Contractor by Council.

Services/Goods up a value of no more than $15,000 (excluding GST), as estimated by Council in its absolute discretion, will be directed to the preferred asset building class contractor by a Work Order issued by Council and the Conditions of Contract - Work Order at Section 4 will apply.

Where Council determines in its absolute discretion that Goods/Services with an estimated value greater than $15,000 (excluding GST) but less than $1,500,000 (excluding GST), Contractors accepted by Council for the required Services/Goods may be invited to submit quotations. The Contractor whose quotation is accepted by Council will be directed to provide Services/Goods by a Capital Work Order issued by Council and the Conditions of Contract - Capital Work Order at Section 4(a) will apply.

Where a project's value is estimated by Council to be in excess of $1,500,000 (excluding GST), this contract shall not apply.
All interested parties are invited to submit tenders in accordance with this Invitation to Tender.

Tenders must be prepared and submitted in accordance with the requirements of this Invitation to Tender.

Council will only accept tenders from Proprietary Limited Companies with accident insurance complying with the Workers Compensation Act 1987.
