PSP Bituminous Sealing and Line Marking Services

⁠⁠⁠The Shire of Wyndham East Kimberley is seeking applications for the establishment of a Pre-Qualified Supplier Panel to provide Bitumous Sealing and Line Marking Services in various locations throughout Kununurra and Wyndham.

The Services required include; supply of materials, design and application of sprayed seals for roads and other related applications, and the following types of sprayed treatments:

(a) Primes;

(b) Conventional Seals and Reseals;

(c) Line Marking; and

(d) Seal repairs (including but not limited to pot holes, crack sealing, crazed areas, bleeding surfaces, rutting, ravelling, shape correction, shoving and stripping).

Individual Pre-Qualified Supplier Panel Contracts will be established with successful Respondents. It is anticipated that the Panel will contain between two (2) and five (5) appointed suppliers whom are ranked from most to least advantageous across the following three categories:

1. Bitumous Sealing and Line Marking Works

2. Bitumous Sealing Works (Only)

3. Line Marking Works (Only)

Respondents may choose to submit a quotation for any and or all of the above categories.

Suppliers on the Panel will be provided an opportunity to quote on Works Requests, in order, according to their ranked position within each category. This means that the Contractor ranked 1st in a category will be requested to quote first, where they are unavailable to do the works, and or where the quote is not within reasonable budget requirements, the next placed Contractor will be requested to quote, and so on and so forth.

Panel Contracts will be awarded as Schedule of Rates Contracts and utilised by the Principal on an as required basis. Appointment to the Contract does not guarantee a specific financial value or volume of work annually.

The Panel Contracts will be in effect for a period of two (2) years, with a re-ranking review conducted at the end of year one (1). The re-ranking review provides Contractors with the opportunity to review, update and re-submit their pricing and or other response information previously provided. The Shire will take into consideration any new information provided by suppliers and past performance evaluations prior to re-ranking the Panel.

Pre-Qualified Supplier Panels are established to improve our organisations operational efficiencies and ease the burden of lengthy procurement processes on suppliers.
