Cloncurry Shire Council has adopted the upgrade and enhancement of John Flynn Place and the Sport and Recreation Precinct as a Corporate Plan 2021-26 Priority Project. The objectives of project is to provide a short, medium and long term investment strategy for Council’s key cultural, sporting and recreational assets in a way that promotes community sustainability (population retention), financial sustainability (revenues off set expenses) and asset sustainability (fit for purpose design that stands the test of time).

Council is looking to progress:

• Stage 1 (Strategic Assessment Review)
• Stage 2 (Options Analysis) with Masterplan plus Concept Design

In reaching this stage, Council will have sufficient documentation to submit a competitive grant funding application to progress the project through detailed design and project delivery.

The project will require a lead consultant who will be the primary point of contact between Council officers and any other consultants/sub-consultants. This consultant must have previous experience with depot masterplans. A consultant with experience in state level project/investment frameworks is preferred and particularly with regard to ILM/BMP and cost benefit analysis.

An architect/building designer with relevant experience will be required to develop master and/or concept plan/s for the precinct. Graphic communication material, including desktop publishing are required.

A quantity surveyor is required to cost the masterplan/concept.

A consultant with expertise in state/local planning, asset management, environmental and associated regulatory frameworks is preferred.
