Target 120: Supporting young people at risk of becoming repeat offenders

⁠⁠⁠Target 120 is a 2017 election commitment providing targeted and flexible supports to young people between the ages of 10-14 who are at risk of becoming repeat offenders.

Target 120 is currently delivered across 12 sites in metropolitan and regional WA. These sites are Armadale, Bunbury, Mirrabooka, Kununurra, Midland, Broome, Kalgoorlie, Geraldton, Rockingham, Port Hedland, Albany and Northam.

The program aims to address the issues that increase a young person's likelihood of offending, including substance abuse, lack of housing, domestic violence, trauma, mental health issues, and poor attendance at school. This is achieved through coordinated case management of services, including services delivered across the government and the non-government sector.

The Department of Communities (Communities) is intending to expand the program to nine regional and metro sites including Mandurah, Ellenbrook, Broome, Halls Creek, Fitzroy Crossing, Derby, Karratha, Newman and Carnarvon.

Communities intends to conduct an Open Advertisement procurement process, advertised via Tenders WA in the second half of 2022. To submit an Offer, Respondents will need to demonstrate that they meet the following mandatory requirement:

Respondents must be an Aboriginal business registered on the Aboriginal Business Directory Western Australia (ABDWA) and/or Supply Nation’s Indigenous Business Direct.

Respondent’s will also be required to demonstrate a knowledge of and connection to the region in which they wish to provide services, including:

• understanding the unique needs of Aboriginal young people and their families/guardian(s);

• having solid connections to Aboriginal people and communities;

• ability to deliver services that are in a safe environment and are culturally sensitive; and

• having well established connections with local organisations.
