Tender Description

The City of Marion has recently constructed the Sam Willoughby BMX Facility (SWBMX), being a $7 million Union Cycliste Internationale (UCI) BMX facility at Majors Road, O’Halloran Hill within Glenthorne National Park.

The new SWBMX facility provides for competition and training needs of The Cove BMX Club and Hallett Cove BMX Club and other state and regional communities. The SWBMX facility has been designed with the capacity to host national and international competitions and training camps. This facility is closed to public access, being sub leased to the clubs.

As part of the vision of the precinct a pump track for community and recreational use whilst also enabling future opportunities for competition standards has been resolved for inclusion. The proposed location for the pump track was included during the concept design for the facility (refer to SWBMX Facility with pump track plan). The pump track design and construct has been separated from the delivery of the SWBMX, with a separate budget and contract delivery methodology. The City of Marion are the sole project funding agency, client and asset owner. The pump track is to be located on Department of Environment and Water land under a lease agreement.

Council explored options to develop a UCI accredited pump track, resolving not to proceed with UCI accreditation.

Council endorsed the following resolution, defining the scope

Resolves the pump track to be specified as bitumen sealed of approximately 200-210 linear metres, providing a standard that can host events as well as accommodate for recreational needs associated the Sam Willoughby BMX facility.

The pump track will be publicly accessible becoming a key feature of the SWBMX facility providing high quality infrastructure for sport, recreation, economic and social benefit.
