Spill Response and Environmental Remediation Services

⁠⁠⁠The Organisation

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.

The Scope

Western Power is seeking registrations of interest from suitably qualified and experienced organisations, for the provision of:

• Spill Response;
• Environmental Remediation;
• Customer liaison; and
• Distribution (Dx) Overhead (O/H) Services, outages/permits, and authorisations.

Services required under the project would include:

• Provision of Environmental Spill Response Services including environmental remediation works in the South West Interconnected Network (SWIN) (from Kalbarri in the north, to Kalgoorlie in the east and south to Albany), including but not limited to all necessary supervision, labour, materials, and equipment required to provide these services; and
• Provide pre-works inspection, soil sampling, soil classification, Dx O/H plant and equipment for the provision of Dx pole support (when required), validation reporting, provision of adequate controls for Services related to Pole top transformers; Pad-mounted transformers; Oil or fluid filled assets and other Oil Spills/remediations as required by the Principle including but limited to:

1. network outages/permits;
2. authorisations;
3. works notification to landholder/nearby residents;
4. excavation, storage and disposal of contaminated soil;
5. validation of remediated excavations;
6. testing of imported clean fill;
7. backfilling, compaction and penetrometer testing;
8. reinstatement of remediated sites (ie.earthworks/road and drainage, pavement, LGA specs etc etc)
9. reporting in accordance with regulatory standards/guidelines; and
10. reporting to the Principal and regulators (where required)

Registration Requirements

Suppliers are required to respond to the following for the ROI submission:

• Demonstrate track record and capability in delivering Spill Response and Environmental Remediation Services in relation to all or part of the high-level Scope requirements stated above (please specify if all or just part of the scope and which);
• Reference from at least three customers who have been offered similar services; and
• Safety, Health & Environment information to be requested as part of this exercise.
