Tender Description

The Organisation

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.

The Scope

Western Power is currently facing challenges in the distribution network where the medium voltage (MV) feeders are experiencing thermal overload driven by evening peak load.

Further, there were rare events particularly during the 2021 Christmas summer holidays recently that indicated over-loading on feeders. These events occurred outside of evening peak hours and at multiple locations on the distribution network revealing the need of demand control measures.

As such, Western Power requires a non-network solution to provide a distributed response of a complete ‘34 Mega Watts (MW)’ solution or a part solution that consists of ‘a minimum of 8MW solution in at least seven (7) metro areas’ in preparation for the peak load periods as below:

  • evening peak network support typically from 5.30pm-9.30pm;
  • during the summer months November to March; and
  • during the Christmas holidays.

The solutions are required to be in service from 1 November 2022 to 31 March 2023 and/or 1 November 2023 to 31 March 2024

The non-network solutions could enable Western Power to mitigate any risk to the stability of the network and thereby risk of outage. This Registration of Interest (ROI) is part of Western Power’s plan to be ready for the upcoming summer peak load conditions and Table 1 below illustrates the network support required at each of these locations.

Western Power is seeking ROI from suitably qualified and experienced organisations, who can provide a solution comprising of:

A. one or a combination of embedded generation;

B. residential or commercial/ industrial grid-connected aggregated behind the meter battery storage; and

C. demand-side load management solutions.

ROI Response Requirements:

To be considered, please address the following information in your response:

1. Demonstrated ability to meet the Scope requirements
Detail your organisation’s proposed solution(s) and how they align with the Scope above and meet the following criteria:

A. Integrated to Western Power distribution network;

B. Dispatchable monitored and verifiable distributed demand control during the peak load periods identified above;

C. Minimum of 8MW in total from at least seven (7) areas specified in Table 1 below; and

D. Your organisation will own, operate, and maintain the proposed system.

2. Demonstrated track record and capability to deliver the Scope within Western Australia

Outline your organisational capacity and indicate how your proposed solution(s) can be put into service and dispatchable for the following period(s):

A. 1 November 2022 to 31 March 2023; and/or

B. 1 November 2023 to 31 March 2024.

3. Reference at least three customers:
Outline your organisation’s relevant experience by providing examples of similar solutions/services previously delivered.

4. Your organisation’s Safety, Health & Environment information.
